maybe the same product but a different name?

double sided sticky tape
or Elmer's Craft Bond, which is pretty much rubber cement in a spray can
and doesn't dry out :) so its even better

Really, nothing can 100% substitute the power of RC. Dude, you can pretty much find them at ANY general store. If you can't find it at Wal-Mart, it's not a real Wal-Mart.

If you have a Bike shop nearby, head there. Thats where I get mine from.
Rubber Cement is actually used in the Tyre Repair Kits, but they also usually sell it seperately.
I got several really handy pocket sized tubes for $1 each or something small like that.

To be quite honest there isn't much in Cornwall, as I've been there before. Although there must be at least one place that sells rubber cement.

Maybe a shoe repair shop? There always seems to be a shoe repair shop in small towns. They might have rubber cement.
Just go into any store that looks like it might have a craft supply or repair kit of some sort and ask if they have rubber cement.
Good luck,

Try Staples (http://www.staples.ca/ENG/Catalog/stap_home.asp?CT=1), simply enter in your ZIP code and you should find it online.
Hope that helps,
